and what about GDM which is used by other shells in setups where the user has different desktop enviornments?

As GDM is quite bound to GNOME.

I don't know the exact plans for that yet, but a few weeks back a solution for handling launching of other DEs on Xorg via GDM was put forward by a Red Hat developer. Hopefully, if this does go ahead, that handling will be added.
