Coventry Very Light Rail looks promising - for places where drivers (and some extent moped riders) won't even care a bit about buses - the rails could probably bother them a bit.
Install the rails and done, no further digging more than 30cm depth +/- is needed. No extra cords are needed and it won't even touch utility lines buried below the road surface.
Though some would argue, probably improve bus services and more or less it's the same outcome.
