I tested it during yesterday on Linux. FSR3 is actually slower for low FPS scenarios (raytracing 30fps) but amazing for +60fps scenarios.
Much better resolution and frametimes. The frame generation option feels lile butter.
Also, the dynamic resoluton option of FSR3 doesn't impact frametimes negatively anymore like FSR2. Which is amazing.

Obviously this is an Ubuntu blog so things get framed from the POV of using Ubuntu.
As Ubuntu uses GNOME by default any features new in GNOME are new in Ubuntu. I (personally) don't feel it's inaccurate to say "Ubuntu 24.10 includes/features/fixes…"
It's not saying "ubuntu (the project) has fixed, but "this version of Ubuntu" has fixed
