過去數週，一件授權爭議在台灣的開源社群內延燒，起因是衛福部委託工研院執行的「次世代數位醫療平臺專案辦公室」計畫，有著兩大不當授權爭議。
對此，本會理事長楊宇凡接受 iThome 採訪時表示，本會長期推動 "Public Money, Public Code!" 倡議，對於衛福部以中央部會的層級，導入國際標準及開源資訊系統，給予高度肯定，然而我們也必須提醒，「使用開源專案或標準，也得尊重其開源精神，尤其是開源社群前人的貢獻。」

採訪中，楊宇凡理事長也以 PMPC 原則為基礎，針對政府開源政策給出了三大建議：
1. 成立開源專案辦公室（OSPO）：OSPO 在歐盟等地已行之有年，是很好的內控方案，能夠早期介入開源專案的合規性驗證，才不會像這次一樣事後補破網；此外，亦可扮演政府單位與廠商、社群甚至不同局處之間的橋樑。
2. 將專案與程式碼開源：政府機關若將開發之軟體、工具開源，除了能夠從根本上開放民主參與、改善品質，更有機會將其作為一項外稽利器，在早期開發、驗收及維護等不同階段，透過公共參與來找出潛在問題。楊宇凡也指出，政府可參考義大利數位局（AGID）或德國內政部（BMI）等單位，以 PMPC 原則，將開源要求寫進標案的規格書內。
3. 跟上國際 PMPC 腳步：放眼國際，已有不少國家根據 PMPC 原則成立了公共程式平臺，以推動政府資訊專案的公共化；而在台灣，其實也有數發部建置的公共程式平臺 `code.gov.tw`，我們期待臺灣在醫療標準接軌國際的同時，在程式公共化方面也能夠擠身先進國家之林。
